New CTA strategy

The Technical Centre for Agricultural and Rural Cooperation ACP-EU (CTA) recently issued its new strategy for the period 2011-2015.

For the next 5 years, CTA will focus its efforts on three priority areas: supporting regional agricultural and natural resource management policies and strategies; promoting priority agricultural value chains; and strengthening the information, communication and knowledge management capacities of ACP institutions and networks.

Mobile applications focus of ICT Update

The December 2010 issue of ICT Update looks at various mobile applications in agriculture.

In her presentation to the CTA session at the Japan congress, Roxanna Sami, (IFAD) focused on the role of mobile phones and the impact they are having in rural Africa. Mobiles have an inclusive effect, both socially and economically, and really represent a great success story in Africa.She also reflects on the role of international organizations and how these should influence national government to make sure that adoption of ICTs is central in their poverty reduction strategies.

According to Telojo Onu (CAFAN), 3 key points emerged in the session organized by CTA. First, the need for more than ICT adoption. Second, the need for networking, as today it is not possible to work on our own. Third, considering that ICTs are an enabling tool, we need to make sure it is needs-driven.

Rural telecentres lack sustainability - need to address content, social appropriation and scaling up

CTA's Koda Traoré introduces lessons from the TelecentresAfrica project of CTA. The unsustainability of rural telecentres emerges from the telecentres' lack of appropriate content, lack of diversified services, and insufficient social 'appropriation' of the telecentre services by the local communities. He also highlights the need for scaling up strategies and business models, moving beyond pilots and short-term donor funding. Koda Traoré du CTA explique les leçons tirées du projet TelecentresAfrica, mis en place par le CTA. Le problème de pérennité des télécentres ruraux est le résultat d'un manque de contenus pertinents et de diversification des services, et de l'insuffisance de « l'appropriation sociale » des services des télécentres par les communautés locales. Il souligne également le besoin d'élaborer des stratégies d'élargissement et des plans de développement commercial.
